THE CHALLENGE

Baltimore Gas and Electric (BGE) has identified the need to repair and improve the reliability of the existing pair of 110kV circuits along the MD 140 (Reisterstown Road) corridor in Baltimore County, Maryland.  The circuits to be repaired are located underground within the travel lanes on the roadway, impacting drivers and pedestrians along this very busy state road. Only one (1) circuit can be repaired at a time as the other circuit is required to remain operational and continue to provide electric service.   BGE has performed splice repairs to each circuit separately and at different times in the project lifecycle - northbound then southbound separated by months, sometimes years.

EARLY ACTIONS

Developed comprehensive project outreach plan

Attended construction update meetings with the project team

Prepared community and adjacent business stakeholder list

Coordinated with businesses and local agencies to notify users that businesses remained open

Secured construction signage to notify the public of ongoing work activities

ASSEDO’S IMPACT

With construction in the roadway, Assedo team members identified that additional user level signage could have a profound impact on the program.  The team worked with the contractor to develop public friendly traffic detour maps to disseminate in postcards to residents and on informational boards at local community meetings.   The team also recognized that that they could help reduce pedestrians crossing mid-block by sharing notifications of upcoming work in signage prior to sidewalk closure areas.  Upon starting the work, the team identified ways to improve the relationship between BGE and the businesses adjacent to the work by establishing a program to install “business open during construction” signage near certain project site locations.
