ODESSA PHILLIP
Position: President amd CEO of Assedo Consulting, engineer, transportation professional and public engagement expert.
About: In 2012, Ms. Phillip founded Assedo Consulting, LLC, a certified African American, womanowned business enterprise (MBE/WBE). Assedo Consulting provides planning and strategic public engagement services for projects in the planning, design and construction phases of development. Over her career, Ms. Phillip has developed, implemented, and overseen public engagement programs for many government and private sector agencies and consulting firms.
Her recent project portfolio includes leading the strategic construction engagement for the new two track Frederick Douglass Tunnel replacing the 150-year-old Baltimore and Potomac Tunnel in Baltimore, Maryland. Odessa is also committed to working in the community where she lives so she worked with MNCPPC to deliver an engagement program in support of the Master Plan of Transportation which will guide the County in focusing on transportation initiatives.
She also led the strategic development of a JEDI (Justice, Equity, Diversity & Inclusion) infused outreach process for South Baltimore in the creation of a Master Plan for the 11 miles of shoreline along the Middle Branch. Her construction outreach efforts include the first-of-its-kind Clean Water Partnership P3 program to design, retrofit and construct stormwater improvements to treat over 2,000 acres of impervious surface in Prince George’s County, Maryland; and numerous planning and construction outreach projects for Baltimore Gas and Electric in and around Baltimore City and adjacent counties.
Background: Ms. Phillip is a graduate of Howard University (BSCE) and the University of Maryland, College Park (M. Eng in Construction Project Management).
